In 2014, the city of Zapopan faced a dual challenge: modernizing public administration while rebuilding citizen trust in a context marked by low transparency and strong resistance to change.

As Product Owner at the IT & Communications Innovation Office (ITIC), I led the digitization of key public services through the Línea Zapopan project, combined with internal process reengineering and the implementation of interoperability standards.

The challenge was not only technical, but also cultural and political: breaking down obsolete, fragmented systems; overcoming resistance from directors, unions, and political parties. My north star was always the same—deliver measurable outcomes that redefined the citizen–government relationship.

Key Responsibilities

Defined and managed the product backlog for Línea Zapopan and related systems.

Coordinated external development teams and tech vendors.

Oversaw quality, costs, timelines, and resources across digitalization projects.

Reengineered municipal procedures, ensuring simplification and compliance with OCD, COFEMER, and INADEM.

Secured interoperability across departments (Level 4 integration).

Applied a hybrid management approach: PMI for macro-planning, Scrum for agile execution.

Drove training and change management with unionized staff and key users.

Technical Architecture

Frontend: Ruby on Rails 4.0, responsive design with Bootstrap 3.

Backend: REST API in PHP (Laravel 4.2), integrated with SAP Municipal (IDC 9.2).

Databases: MySQL 5.6 with master–master replication at critical sites (C5, DIF Zapopan).

Workflow Engine: Camunda BPMN 7.0 for automated validations (land use, risk maps).

Security: FIPS 140-2 & AES-256 encryption for sensitive data (RFC, CURP).

Integrations: Advanced e-Signature (FIEL) via WSS with SAT; geolocation with Leaflet + GeoJSON.

Monitoring: Nagios Core 3.5 for critical services (online payments, permits).

Management Model

PMI: To define scope, critical path, and executive visibility.

Scrum: Iterative development with early citizen feedback.

Political & Union Management: Negotiation, diplomacy, and training unionized staff in Ruby and digital tools.

OKRs & Metrics

Objective 1: Reduce processing times

✅ KPI: Average processing reduced from 22 → 8.7 days (–60%).

Objective 2: Decrease in-person queues

✅ KPI: From 400 → 220 people/day at City Hall (–45%).

Objective 3: Improve transparency & traceability

✅ KPI: 11 services fully digitalized within 18 months.

✅ KPI: 47 irregular permits detected (worth $30M MXN).

Objective 4: Optimize operational costs

✅ KPI: Savings of $9.7M MXN in paper, storage, and staffing.
